If you answer a question that gets deleted for a violation. I know the asker gets a violation and loses points. Does YA penalize anyone who answers that question before its deleted? Even if their answer doesn't violate the TOS?

Normally no, there are no penalties for the answerers when a question is deleted, and they get to keep the 2 points they got for answering.
However, if the answers are reported before the deletion of the question, then those violations (along with their 10 point penalties) will be considered valid unless appeals are won.
No there is no penalty to people answering the question just because the asker's question is a violation.
Of course if you answer a question which is a clear violation it can sometimes be tricky to answer without your answering being a violation as well, and in which case this can be reported as well (e.g. in the case of avatar game questions and answers).
If someone reports only the question, then nothing will happen to the answerers. It is not necessarily a violation to answer a post that violates the guidelines, so they can't just label anything that is posted on a violating question as a violation.
