Capitalist wealth and al of it belongs to the community. No one specifically earned that wealth and no one has an exclusive right to it. Wealth is processed collectively, and therefore everyone is collectively entitled to it. But those darn greedy and selfish people think the surplus belongs to them, and the government has every right to seize it and distribute it however it wants.

No, he meant that business needs to take advantage of taxpayer funded infrastructure and can not do business without it. Wal-Mart didn't build the bridges that are used to get the goods from port to store, but they use those bridges. Those bridges ports and roads need to be maintained, but corporate America ducks having to share the cost at every turn.
Of course, I didn't expect a conservative to understand that quote.
