How could you have full inning of baseball in which not a single at bat was registered?

I remember one game in the 80's or 90's when Baltimore was playing Toronto. Baltimore was up by a run in the ninth inning and their catcher was out of the game. Martinez was pitching and walked three batters or hit one of them. Doesn't matter how but all runners got to first base without an at bat. The Toronto runners could smell steal as soon as they got to first. Tippy proceeded to pick off all three runners. Three outs no at bats.

Note to Greg and Scott - There is a situation where an error is not an official at bat. That would be if the batter is awarded 1st via Catcher's Interference.

Walk, hit by pitch, and Sacrifice fly are all NOT considered an At-Bat.

Batters can reach base on a Walk or hit by pitch, then you get all 3 outs via pick -offs, runners caught stealing, or batters hitting sacrifice fly balls (to score a runner who reached base on a walk or hit by pitch).

Second batter, walks. Attempts Steal and gets thrown out or picked off.
Third batter, walks. Attempts Steal and gets thrown out or picked off.
