Well you need a host server you can create your own , keep in mind that computer would have to be on 24/7.
You can also find a website / company that can host you your website for a monthly fee.
Adobe Dreamweaver is used for developing a website.
If you don't want the hassle a nice company that can make and host you one is Squarespace.
