In regards to FZ please note that different emirates have different FZ licensing and regulations, but in general being based in FZ allows full foreign ownership as opposed 49% ownership limit in main country market of UAE. You can still sell your products to local UAE market but customs duty will apply. If you chose this route then you need to register thru the FZ authority of the FZ district you have chosen.

Otherwise if you prefer to operate in local market directly, and already found a local (UAE citizen) partner to start a company/shop/service with , you will need to do some simple steps to make it legal
1 - get power of attorney, what percentage of the company is owned by each and staring capital
2 - find a business premises (shop warehouse etc)
3 - municipality & civil defense inspection (fire safety). If restaurant or food establishment a health inspection by municipality is required
4 - trade license from Dubai Economic Dept (the above docs will be needed)

The above is also explained step by step on DED website

You can set up a company in any of the UAE free zones, e.g. RAK FTZ, Ajman free trade zone, Dubai Media City, Dubai Silicon Oasis etc.

Expenses incl. visa are $5,000 and upwards per year, the initial set up may cost you around $10,000.
