It's about 80-85 today outside and I just saw someone wearing a heavy sweater along with a sweatshirt. When I asked why, she said it was because it was cold outside. What?! What do you find cold? Personally, I don't start wearing a sweater/jacket untill it gets to about 55-60.

Different people have different tolerance for hot or cold. The person might have been from a warm climate where the temperature doesn’t get down to 80 degrees.
I once had a coworker from Egypt. When the outside temperature was 65-70 degrees he wore long sleeved shirts had the heat turned on in his office. Meanwhile I wore short sleeves and had a window open in my office.

80 Fahrenheit would be about 26 Celsius which here in England is warm, and actually bordering on hot. 27/28 is usually the highest it gets for our summers. Chilly I would consider anything from 14-18 Celsius and cold anything below 14. Not sure where you are but our winters can get very cold, where I live the average temperature for December is 7 Celsius.
