Is a thesaurus a type of intensional dictionary?
That is, in other words to say, is a thesaurus the best anybody can do at organizing a dictionary by their definition, and not their spelling?

A thesaurus is not a dictionary. It is a book that lists words in alphabetical order, and for each word it gives several synonyms for that word - other words that you could use instead of it.

a thesaurus supplies synonyms, not definitions. It's not a dictionary at all.

No, not exactly. The main function of a thesaurus is to suggest words in groups of synonyms and related concepts.
