Recently, almost every time I post a question, when I check back a few hours I notice my question has been moved to the wrong category. For example, I asked a question about cell phone plans, it was changed to small business.
I asked about philosophy, the question is moved to arts & theatre. Who is doing that? And what can I do to report or stop this?

Level7 users are allowed to change categories if they feel a better one is available. For example if asked in Yahoo Mail, a math problem may be moved to the Math category for better and more answers. Some Level7s are moving violations so they can be better reported, but they shouldn't. Some are doing it for meanness and the staff are warning those users.
All you can do is move it back. If it happens dozens of times (not just a couple) report it to the staff. They can see who are moving them. Just make sure they are not violations.
And
Switch your profile to private. Some troll may be changing the category of your questions.
