1999 VW Golf Cabrio is based on a MK3. It was an under developed car and by now a 1999 Cabrio will be needing some money spending. I would take a look at the Volvo C70. A 1999 model still looks like £30K and if you are over 25 you can insure one with Footman James as a classic car for less than £300 fully comp.

Since the hand modifications take about a year, the Cabrio is the Golf of the year before. In your case that would be a 1998-2001 Golf.
They are very nice, popular, collectable, sporty, and rare.
However, the lack of a roof requires addition floor panels that make it a little heavier than a golf.
