1. Both are designed for a single purpose, to bring you television channels. That's strictly a receive function, so there would be no value to the manufacturer in investing in other circuitry that would have no purpose.

2. In the U.S., it is illegal to transmit any sort of radio signal (which includes TV) without an appropriate license, either granted to the user or the equipment manufacturer. Other countries have similar rules.

3. You can buy an "HD sender" which transmits the output of a cable or satellite box to a unit somewhere in your house, for a TV in another room. Those are licensed to the manufacturer. That's as close as the ordinary user is going to get to a personal TV transmitter.
