I'm not entirely sure what this question is asking, but I believe it was a rhetorical question that basically empowers those that are youth or the adults to take more responsibility for the decay of the world
Basically wondering why we feel we get the luxury of by-standing all the destruction and mayhem that goes on right under our noses.
The question is genuinely wondering what the hell people are waiting for, some kind of savior that can resolve everyones issues?
That's not how the world works, but we just want to be ignorant.
Ignorance is bliss, after all.
If not now, when? Is questioning who else besides those who live at that single moment are going to do anything to change or solve current problems.
If we have an unhealthy attitude about the Earth we claim to love, how can we expect to teach our children any healthier attitudes?

That is about having people take personal responsibility and helping others out. It has nothing to do with giving up individual rights to the Federal Government so that they can force everyone to be the "same" like the Democrats want.
