What technical term is used for people that talk too much....is it a phobia, or a psyco issue....what do you call it?

My friend talks on and on and on and evem gets louder sometimes. He interupts and seems to demand the floor all the time. How can I deal with it _( I hava already told him point blank and face to face....did no good_)
