I wouldn't claim it is "ethnic American " though, as many countries have creamed beef dishes. There is even an Old Testament injunction against it.

It is a cured and smoked meat like corned beef, made from the eye of the round, it is drier and a bit chewier than say bologna and lunch ham, it is found in the deli dept or with the cold meats, Buddigs make small packets of Smoked Beef, it can be chopped and added to a cream sauce to make the dish, ask at the deli counter for dry smoked beef.

You buy it from a grocery store. It's usually in jars by the canned meat section.

Do you mean how do I like it or how do I find it physically?
I don't mind it but I prefer it on mashed potatoes rather than on toast.
