I was in kind of a familiar situation a while back I'm a jr and I wanted to date this fr. girl and it just so happens I was best friends with her older sis. I was also best friends with her best friends bf. Her best friend didn't like me for whatever reason and completely f**ked me over at homecoming.
So if you and your sis have an ok relationship and she's cool with you dating her friend go for it, I sure as hell wouldn't if it were mine lol. As far as texting her goes you'll have to figure that out on your own and I would get to know her better too before trying to date her
Just try talking to her at school, find out what all you have in common with each other and go from there
