The problem was that the system shifted a bit more towards the east in the final hours before it was supposed to hit. As a result the heavier snow bands did not progress quite as far westward as anticipated, thus NYC missed out on it but eastern Long island and points farther north, including Boston, did get the heavier snows.

if the storm would of been about 50 miles a different direction New York would of been doused with snow
I have seen a tornado completely destroy a neighborhood but yet random houses was untouched

The system formed too far to the east for it to have an effect on NY City, instead it unleashed its heavy snows on New England, had it moved to the west, NYC would have been hammered.
