Ignition lock cylinder repair fail?

I have a 2003 Dodge Neon. The ignition lock cylinder needed to be replaced. I bought an ignition lock cylinder that goes with my car. Of course I have the so called smart key, therefore I will have to rekey/recode the new lock cylinder with the tumblers that came with it. I carefully took out the tumblers from the old cylinder and put them down in the specific order that I took them out. I then put the new tumblers that came with the new cylinder into the new cylinder in the same order that the old tumblers in the old cylinder were placed. I had to do this because I guess I have that smart key and had to try to rekey/recode the cylinder so that it would work with my old key as the new key wasnt a smart key. Anyway, I put the new cylinder in and now its locked in place. I cant take it apart like I did before. I just decided to put the old tumblers back into the old cylinder and use that until I can figure something out. Well, now my old cylinder wont even unlock. Now Im screwed and cant use my damn car. Why would the cylinder just lock up like this? Is there a chance that I coded the cylinder incorrectly? But even if I did, shouldnt it still be able to come apart easily like before so I can try recoding it again? Also, can I get some estimates on how much either a dealer or repair shop will charge for a new ignition lock cylinder plus a new smart key which I now also need? Or is there a chance that they would be able to take apart the cylinder that I bought and work with that?

I forgot to say that I have a 2003 Dodge Neon. Both of the ignition lock cylinders are jammed up and I cant get them to come apart so I can try re-keying them or recoding them. In other words, I have them both in front of me and they are not in the car now so I will probably have to get it towed to a dealership

Long story, sorry but confusing. OK so you pin a new cylinder to your key. You would have tested it, ie turned it a few times, before installing it to make sure it worked, right? So was working now won't work? Did you insert the cylinder all the way in, lightly tap on it with the wooden end of a hammer to make sure went all the way in.

So if you can't turn the key to position one, you cant remove the lock right?
And just to clear this up, the smart key aspect does not matter here. Your car has a chipped key (fat grey head) and the car has an immobilizer. Technically you could tape the key to the dashboard, and remove the ignition switch and start the car with a pair of long needle nose pliers.

Spray a shot of WD 40 in there and work the key. Don't go crazy on it. If it won't come out I would call a lock smith first, they will pick the lock, turn it to position 1, then remove the cylinder, pin the lock to match the factory key, put back in column and done.

The cylinder was going bad on my 02 Neon, would work after 5 minutes of jiggling. I ordered cylinder from amazing keys, sent them a picture of my DL, registration, and key, they pinned the cylinder to match my key.
