Im having trouble figuring out the degrees in astrology. If the degrees are really low or really high in a particular planet, does that mean you should look at the sign before or afrer it to best describe the person?

If you're absolutely sure of the exact time of birth and you used a reliable site, (astro.com or astolabe free charts "are" accurate, (Cafe astrology is not always correct|)), then, if the Ascendant is on Leo, that is the rising sign and so, as the Sun rules Leo, the house that's in will show where the things they experience will directly show how they mature and grow in life. Also any planets in the 1st house will also influence this and how they approach life in general. Also, any planets that make an aspect to the Ascendant will also be relevant here as well.
If you haven't used astro.com or astrolabe then I'd advise you to do so; you can still use the site you used but just check the Ascendant is right.
