I booked reservations at The View Restaurant, the one that is above the city and revolves, I need cute ideas (like clues) to tell him.
OR
I just need more cute ideas to do for him (that is affordable because the restaurant will be really expensive) for his birthday!!!

It sounds like you want to do some sort of scavenger hunt, to tell him. You could tell him this is your birthday present and give him a box or envelop (which he thinks is the gift) but contains a clue to where he might be able to find his gift. You continue this pattern with envelopes hidden around the house with clues to where the gift is. Of course the envelopes could be a little cleaver or rhyme. But once he finally gets to the last one, you could box him up an outfit to wear to the dinner and say something cute and ominous like " This isn't your gift, but you'll be needing this for this formal event".
I'm not sure if your boyfriend would think this idea is cheesy or what lol, but I think it sounds cute. ~ Good Luck Sweetie and have fun:)
