What's a possible "refutation" for my essay?

My essay is about things/ways California can do about the drought to help from making it worse. My three ways are have people conserve at home, using the drip irrigation method and recycling water. What's a possible refutation, or someone trying to disprove my argument. Could it maybe be that there's nothing we can do about it because it's global warming? Or could it be that we don't have the money to be spending it on these things? Any ideas?

The bigger problem is the low rate that farmers are paying for their water, giving them little incentive to conserve. Indeed, they grow water intensive crops like rice. For farmers that irrigate, there is something called a tree teepee that would lower water usage by more than 95%.
