Everything I've always loved to do, she's always better than me. And we enter art competitions and things like that together and she always outshines me. When I ask her how she got so good at art she just says "I've been practicing my whole life" ...ok...So have I...
I love her but whenever I'm around her I feel like I'm never good enough.

Believe me, you are more talented than her in some way... just not the way you want to be in this instance. We all have a mix of gifts, talents, & skills in a variety of levels. No two people are EVER alike. We are as unique as our fingerprints and should not compare ourself to anyone, EVER! Start by being thankful for the talents you do have and develop those. You don't want to be anyone else but yourself because that's who you do best.
