Would Caitlyn Jenner still be considered a guy by rules of biology?
Now I'm aware that her name is Caitlyn because she legally changed that and you can't call her Bruce. But wouldn't she still technically be a guy, I mean if I right now cut off my genitalia and got breast implants, would that automatically make me a woman? I'm quite aware of the mental struggle that she had been experiencing before making the change. I understand that this question may come off as transphobic so I expect some backlash, but in all seriousness, I'm just curious to what the answer is to my question.

By absolute scientific facts, you cannot truly become a member of the opposite sex. It's a fact, don't allow politically correct people to tell you otherwise.
DNA, Chromosomes, chemicals, hormones, internal and external organs, brain function, you cannot change what you are born with, you can just warp the properties of it e.g. having a womb removed, having a penis gutted and stuffed, etc.
Bruce Jenner can live as a female all he/she wants, that's fine, but she is by no means a biological female and never will be. Don't let people kid you into thinking you can because truly, you cannot.
I'll cover all the bases here: First to quickly outright answer the question directly: yes, absolutely yes, no question. Anyone who says otherwise does not understand biology.
That said, regarding social treatment, if they identify as female, they should be treated as such
If the government recognizes them as a female —which many/most governments do allow under certain parameters— then it is also an official thing, and under the law there is no difference between a biological female and a transgendered female despite the fact that they are biologically different.
Imma make this simple. She is a girl. She has girl parts because she identifies as a girl. Even if she had "boy parts", she would be a girl. It's her penis, she's identifying as female, it's a girl's penis. You dont just cut off your genitalia, SRS is very complicated. You dont just get implants, estrogen gives you boobs. You only get them if you want them, same with women. It doesnt make you more female. In the end, it isnt the body that makes the gender. It's the brain.
