answer: Yes. Why? G-d set the rules. Some of those rules can't be adhered to because there is no Temple. No Temple, no sacrifices. That's one reason G-d set up other ways to atone for sins (and GC is wrong - as usual) - blood is NOT a requirement and never was. It worked for Jews between the first and second Temple, it works after the loss of the second Temple.

No, they cannot because there are no Levites, the only priests who can atone for sins. 70AD God destroyed the Jewish way with His judgment.
