Debarking doesn't always work. I assume you've read up the pros and cons, but if not, please read this before making a final decision: http://www.noisehelp.com/dog-debarking.html
You'd have to phone around to vets in your area to see if any do that operation, because none are going to advertise it due to animal rights activists. Try asking your regular vet for a referral. If that doesn't help, contact Sheltie breeders to ask if they know of any vets in your area: http://www.assa.org/ , since Shelties are probably the most common breed to have this procedure done. Just be prepared to have some responses that aren't very polite.
The debarked dogs that I've seen at dog shows don't seem to mind that their barks sound hoarse, and happily "rasp" away. I would far rather see (and hear) that than have an owner at the end of his rope euthanize an otherwise perfectly good dog.

Like it or not, that's extremely cruel to do to your dog. You can thumbs down or flag this comment but I'm doing this because I care about animals. If you don't like that your dog barks, either train it to bark less or find him/her a loving home that won't mind its bark. Dogs bark, it's what they do.
Forgot to mention: dogs bark and vocalize for a reason. It's their main way of communication. Evolution has a reason for everything

I will not pick ANY answers that tell me it's cruel or that my Sheltie should have her full bark. She will still be able to bark, it just won't be shrill. 10 points for best answer!

No where. IT IS CRUEL to de bark a dog!!!!!!!! Dogs bark, they don't meow, moo, nay or cackle, dogs bark. That is their only voice & you can't take that away. De bark your dog & vow to never speak again.

You can't but proper training may lessen it.
