In the oil & gas industry, 'off-shore' means marine (exploration, excavation, etc.) as opposed to 'on-shore' which means land-based. Similarly eg. wind turbines can be off-shore ie. at sea.

If you're talking about the petroleum industry, there's work just off the Texas & Louisiana coasts - "offshore Texas."
Offshore can mean abroad. But it also means "off the shore" - i.e in coastal waters. Other industries, professions working offshore - marine biologists, marine ecologists, sub-ocean geographers, Coast Guard, transocean cable line layers, shrimpers & fishermen, etc.
