Is there any email service which allows to change left part of address i. e. to change oldname@email.xxx to newname@email.xxx?

They all do in a way. The whole thing is your e-mail address. If you want to change it, then it's a different e-mail address. That means creating a new account. If you want to do a name change, open a new account and forward the old account to the new one until everyone picks up on the change.
