If the 13th chapter of Romans says God sets up governments and therefore must be obeyed?

Does that mean Christians are expected to take the Mark of the Beast as God set up the Anti-Christ?

God set rules for government, even if they don't follow it. That is where the people come in, because no government can rule without the people's will. Those who live under tyranny do so because they are allowing it. As with any relationship, what you permit will persist.
