It doesn't say that SHE has to personally issue the licenses, just that she cannot interfere with her office from continuing to do so. That was basically her offer to get out. And I see no reason she would decide to go against her offer. That would make her a liar, which is a sin in the eyes of God.

Some rich Gays have to get plane tickets and fly in a Gay or Lesbian couple with a camera guy to test her once she is back running the County Clerks Office. Test her every couple of weeks and get her back in jail where she belongs.
