Can the tone of your voice mean more than what you say?

Why is it that people focus more on "how" people say things than "what" people are actually saying. Also Why do people raise their voices when they are angry, when they can just speak normally and still pass their point.

I don't know. But I can tell people I interact with who are low level people of society who work remedial jobs have trouble initially communicating with me because they can't focus on my words but are focused on superficial things like my looks and tone of voice.
