Semi truck wheels?

I noticed that large trucks like 18 wheelers have normal cone-shaped front wheels, as well as dump trucks and moving trucks.

Why do some dump trucks, oversize load trucks (>22 wheels), concrete mixer trucks, and some stand-alone drywall trucks, and most 10-wheel only have extremely large, flat front wheels?

The fat tires are for job site deliveries in soft earth type conditions. Think balloon tires in sand or the wide ones that golf course vehicles use
