In pick up trucks and SUVs, why does a 2WD have more towing capacity than a 4WD?

I know that 4WD weighs more that's why it has lesser towing capacity but doesn't its torque on 4 wheels offset that? 2WD only has torque on 2 wheels compared to 4 wheels on the 4WD??

It's mostly because all other things being equal, a 2WD truck weighs less than a 4WD truck, and the overall combined weight of the truck, trailer and cargo is an important consideration. HOWEVER, if you're pulling a heavy boat and trailer up out of a steep boat launch ramp, or a flatbed loaded with building supplies over a muddy back road, you're going to want that extra traction that a 4x4 provides.
because with a 4wd truck the power is transfer from the transmission to the transfer case and then tot he wheels. and it is kind of limited by the amount of power that can be sent. it could be becasue of the gearing or the amount of power that can be applied. where as a 2WD truck, the transmission sends all the power produce by the engine directly to the rear axles.
