When all this started to unfold I was thinking the very same thing. With all the influence & money that Victor has you would think he would have been more involved with getting more "copters.

In a huge catastrophe like this the military often adds help with the rescue. We are also dealing here with a "TIME Factor" though, which has not been mentioned. Just how fast can several helicopters be deployed for assistance? Then there is the issue of safety in the air, with several helicopters at the same time. In trying to help out with one disaster, one could accidentally cause another dangerous situation. I think Paul, the Chief of Police, did the best he could do with this situation.

I don't see how even one helicopter made it up there with all that heat and flames without blowing up!
And then I thought how are the Firemen going to get up there to hose the fire out? I did not see any fire trucks or LONG ladders going up there outside the building.
I don't get how the kids could make it out but the adults couldn't..

Definitely. Oh! Why wasn't the fire chief calling the shots? Oh! Dillion & his Dad (Paul) the only two people that can get the job done. He (Dillion) will get badge of honor and become a detective. Right!

This is politics, and I don't think Rand has sent helicopters out to rescue anyone.
