How to disable kindle web reader from downloading books?

I keep searching, but I only find how to read offline. Let me be clear, I don't want to read offline. Amazon only gives you so many downloads, and after that, you need to purchase the book again. I do a lot of linux OS changes and browsers. It is very easy for me to exceed the limit. I've already had it happen to a $40 computer book. When you log onto read.amazon for the first time with a browser, you are asked if you want offline use. I say NO. However the next login automatically sets it on. There are no settings to stop this.

You should NEVER EVER be re-installing the reader app over and over. You are correct that will count as device downloads and you will need to contact Amazon to get that straightened out. Go to the manage Your Content & Devices page at Amazon and make sure old instances of the reader app are de-registered.

On any temporary computer, you should read ONLINE with the Kindle Cloud Reader.

Also - e-textbook publisher generally only allow the ebook to be on 1 or 2 devices/apps simultaneously and I think the Cloud reader should count as one.
