why all this bad people landing in Canada ? why Canada do not ask them about money they have and more fro safety of Canada and Canadian ? Khavari also stolen over $2 Billions of dolor's and move in Canada

Refugees can't come from Iran. They would not be accepted as refugees in Canada.
The current refugees are from Syria, and only women, children, and families are being accepted, no single men.

Mahmoud Khavari is a banker who was involved in a scheme to defraud the Iranian government of millions of dollars. In Canada, this is considered a "white collar crime" and is punishable by jail time in a minimum security prison.
Under normal circumstances, if an organization like Interpol wanted someone to be extradited back to the requesting country, Canada would honour that request. The problem in this case is that Khavari could face the death penalty if convicted of the crimes he is charged, as part of Iranian law. And Canadian laws state that we will not extradite a person to any place where they may face torture or the death penalty.
It's the same reason that we cannot get rid of Salah Abdillahi. He is a career criminal with 22 convictions so far in Canada, but risks death on his return to Somalia. So despite most Canadians wanting this man out of the country, we cannot deport him due to that risk.

We even had the same issue with an American murderer that was found living in Quebec. Until Montana agreed to take the death penalty off the table, Canada was not going to deport Roger Shephard.

If the Iranian government had a better track record for fair trials and did not torture their detainees to death and use trumped up spying charges (like was done to Canadian Zahra Kazemi), perhaps the Canadians would be less inclined to "protect" someone who stole money from the Iranian people and their government.
