If a CPU has the same socket as the motherboard, is it compatible?

In most cases, yes. However, if changing the CPU a lot, going from one extreme to another, the BIOS may not recognize the new CPU. In those cases, there may be a BIOS update. In other cases, no way it will work.

The other issue is total heat dissipation (TDP) of the CPU and the cooling system (heatsink/fan). Those are all sized for a specific heat from the CPU, and using a CPU that generates a lot more heat may require a better heatsink and fan.

You have to review what you have now, what the power consumption is, what the BIOS supports, and only then check the newer CPU to see if things match.
