It is in no way clear that they were ALL migrants, although some of them definitely were.
You must be aware that Cologne is a special city in as far as it's known for the Cologne Carnival, where it is socially accepted (and almost expected by women) to be sexually touched or "molested"; maybe the people somewhat mistook new year's eve for the carnival? I'd at least suggest that for an explanation.

They did it because they are barbarians. Even worse, Chancellor Angela Merkel invited these these criminals into Germany. Get ready because even more of them are on the way. What would possess this woman to do such a thing. Is she insane? Perhaps. Did she take a bribe from George Soros? Maybe. The end result of this madness will be Germany turned into a smoking ruin. A just punishment for Frau Merkel can hardly be imagined but a nice start would be to toss her into a crowd of these Muslim monsters; without her bodyguards of course.

Because Muslims view Western women as whores. Plus from watching German porn they assume German women are easy to have sex with random ugly men having sex with them. Plus they know Germany is so politically correct, the government will kiss their behind and do nothing and Germans are too intimidated to defend themselves and will hide if anyone calls them a Nazi, fascist or racist.

Many of them were drunk, which is already a big no no if you are a Muslim, then Muslims have little respect for women which are treated like dirt in many countries, put it all together and that's what you get.
