If I have number 82: heartlandraco on the field and a face up heart of the underdog can my opponent attack draco with Raidraptor - Ultimate falcon?
Number 82: Heartlandraco: "While you control a face-up spell card(s), this card cannot be targeted for attacks."
Raidraptor - Ultimate Falcon: "Unaffected by all other card effects"

since draco's protective eff requires a face up spell which u have ur opponent cant atck draco with any of his
monster
Raidraptor-ultimate falcon effects is its unaffected by all other card effects that resolves on him like if u raigeki
or mirror force it stays.or if u use micheal's banish eff it stays

Heartlandraco s effect does not affect Ultimate. It affects itself. Therefore, Ultimate can t attack.
I am fairly certain about this, but you may want to get rulings from some more knowledgeable person.
