I currently have American Express everyday credit card $0 annual fee.. But I want the delta sky miles it's $95 annual fee.. My question is that it says receive 35,000 points on $1000 purchase during first 3 months. Does it count if I make payments or just purchases

Usually, only purchases earn the rewards. Check your rewards program restrictions and limitations.
The Delta Sky Miles card with an annual fee negates any rewards you earn. Rewards points are earned at the rate of about $0.01 (one penny) per $1.00 charged. So, you have to charge $9,500 per year before you start earning any real points for real discounts. There is no correlation between points/miles earned and the number of points/miles you have to redeem to earn a free ticket. A $500 "free" ticket may cost you 100,000 points ($10,000 charged to earn that $500 ticket). I read another article that said only the price of the ticket can be paid with rewards points; TSA fees, baggage fees and other airline fees cannot be paid with rewards points (cash or credit only). One airline was advertising a $95 plane ticket to Korea. But TSA, baggage and "airline fees" added over $1200 to the price of the one-way ticket (that could not be paid with rewards points). Also I might add, that seats for rewards programs are limited; they might allot only 10 seats for rewards ticket flights - you might not get one of those seats. People are extremely dumb with these rewards programs. They thinkg they're getting something for free when they really are not. Just saying you have to thoroughly understand the rewards program, how it operates and the difficulties in using your points especially during high travel days. I prefer to save my money, shop for discounts and fund my own "rewards" program.
It says PURCHASES. But then, at a penny a point ("mile" ; or whatever term they use) You will have to spend $9,500 a year just to overcome the fee, so analyze your choice(s) carefully.
