Part of this is the responsibility of students who screamed about homework, resisted learning how to spell, refused to study geology or history, and would rather die than learn French. It's also the fault of students who shot each other in class, assaulted teachers, and tried do disrupt education as much as possible. It's also the fault of parents who refused to recognize this bad behavior, who refused to read books to young children, and who were too high to get involved with their children's lives.
