1) Start paying teachers a real salary.
2) Stop linking school funding to test scores.
3) Stop 'teaching to the test'.
4) Stop thinking that education has a 'one size fits all' solution.
5) Start engaging students (and parents) in the education process - make them responsible for tracking their own progress and determining where they need improvement.
6) Start preparing students for the kinds of things they are going to deal with in real life - the average high school student is totally useless (my wife teaches freshman college English, and she gets some serious space cadets).
There's a million other things - but that would be a start.

The educational system is working fine. Perhaps you mean the schooling system which has never worked, never will work and should be closed down immediately.
