Does anyone know of any programs that help people relocate for medical reasons?

I live in an area where there are way too many allergens and an altitude that makes it difficult to breathe when my sinus cavities are swelled shut. I need to move to a lower altitude that is near an ocean. If there is saline in the air it will help my extreme allergies.
If anyone knows of any programs that helps people relocate I would be very grateful to anyone that can provide me with any information.

Hi using common sense is much cheaper and easier,so mountain air is also good for most who suffer as well as sea side locations or just away from vehicles.
