You can only change it if you see a camera icon on the silhouette. That icon was only here for a short while a week or two ago and seems to have disappeared, for my account anyhow.

Some of us have been able to do that recently, but It is hit and miss at this time as to who can change or add one right now, but at least it shows they are working on it now.

I was able to change mine using Firefox. I tried on Chrome first but did not see the camera icon so was unable to add one there. Some have been able to change theirs on IE 11
If you see the camera and can upload an avatar image it takes a day or so to show to everyone.
If you do not see a camera icon you will not be able to add or change your avatar.

You can try by Clicking the gear icon top right and Account info and you may or not see a camera there allowing you to upload an avatar.
If you see the camera click it and find the image you have saved on your computer and click it and then click Open.
Be sure to click Crop and Save after moving it so it is in the circle as you like it.

If it fails to upload it may be the wrong size or format.
The image sizes are required to be 5MB (maximum) File format: .jpg, .png, .jpeg
Image resolution size: 192x192 (minimum)

You can't. Avatars and the editing of profiles were disabled more than a year ago. They are making changes to them. No one knows when or if they will be enabled again.

With the feature being gone, you can't.
