a college that i dont want to go to is offering me a possible scholarship for my academics and the application is early action non-binding. could i just apply and then if i get a scholarship use that to negotiate with the college i actually want to go to?

Non-binding means they cannot be held legally liable if for some reason you do not receive the scholarship. In other words, they are not promising that you will get the scholarship. If something changes, they can choose to revoke the offer and there is nothing you can do about it.
The terms and conditions of scholarships vary. Some actually require you to attend a specific school and a specific program at that school. If you apply and are accepted... and then decide to go to school elsewhere, you will forfeit the money. So take the time upfront to understand what the requirements are and whether the college you intend to go to will accept it.
