Hi, I need help for a story I'm working on. Adoption question.?

I need a (seemingly innocent) reason than an otherwise lovely couple couldn't get approved for an adoption? Unfortunately, I can't let them adopt but they desperately want a child. What's a reason that is maybe kind of silly or unreasonable set forth by adoption agencies or a reason that is perfectly understandable and socially acceptable of why a couple couldn't get approved for an adoption? Thank you.

Also, sorry for posting here. Hope it's not considered insensitive. Thank you in advance for your help with this topic! :)

They can get approved to adopt, but are never chosen by an expectant mother.
Or they are not married in a state that requires it, or they want a child that looks exactly like them (red flag).

There really aren't any "silly" or unreasonable reasons for not being APPROVED to adopt. Everything gets looked at for the best interests of the child.

They have a close family member who is a convicted felon for a child-related offense.
