The coke and the meth labs pay the best (coke I suspect the best as it is listed last).
How fast they start earning I don't know (I'm starting small with counterfeit and weed farm and it seemed like the weed farm went a little slower until I fully upgraded it).
But I think it may take a good while before profit is made regardless.
