I have naturally thick hair, so I have the same problem with discomfort when the hair starts to grow back. I've found something that works for me- I shave the upper part of my vagina (from the clitoris up) along the direction of hair growth. This keeps the area looking dapper but it will not shave all the way down to the surface of the skin. From the clitoris down I don't have any issues, so I shave against the hair growth to keep it smooth. If your gf doesn't want to do that, then maybe she could try waxing (I've heard sugar waxing is quite gentle).
