It's a bit odd, after complaining about someone stealing from you, to say you lent him things instead of giving examples of what he stole. It's also not that usual to lend someone bullets. However "lending bullets" is not an idiom so apparently it just means he lent him bullets.

Its literal. The other man runs out and asks for bullets, but never gives anything back. He's a taker.

Well filched means pilfer or steal something small. So I think he literally means giving him bullets.
