I know that we need special permission to see where Jesus was baptized from the Israeli side. Does Jordanian government require special permission to see it from the Jordanian side of the river?

Very good answer, and I would really like to do that. We remember in the Bible where a great General of a foreign nation (maybe what we now call Iran) was told by one of our prophets ("our prophets" since the Old Testament also belongs to Christians) to submerge several times in the Jordan R, and he said that they had much better rivers in his country. BUT, the Jordan R was/is holy.

No, you do not. If you go, there is a site for public baptisms, which is open to hte public, and to tourists. The river is partially supplied with water from glacial run-off, so it's a bit chilly. And being a natural river, the water is brown with and water a little muddy. And, you will never be the same again if you get baptized in the Jordan.
