Pepper spray is basically capsaicin concentrate. This is what makes chili's so hot. So basically the answer is sometimes yes. In fact it's been done (see my source). But sometimes there's other chemicals in there. Obviously you wouldn't want to if there was a warning on the label.
It's a lot more expensive than a pepper shaker, I'll tell you that!
