Why would a 24 pin mini adapter for an ATX power supply not work?

I bought a 24 pin mini adapter for a 980 optiplex large tower. It had the mini board and so it needed an adapter to use my 400w power supply. It fit snugly but it won't power on. I got it from Walmart's website, but what might be wrong with it?
