Only select organisations can access British criminal records. For example if a person is applying for a job working with children they need a CBR background check. Then a government licensed company will search then provide a certificate stating that that person has no relevant convictions or otherwise. Citizens don't have access to British criminal records, the government restricts access like they do for much of the information it holds on citizens.
